Possible Cause:
This can happen when you restart the Cognos Planning service, from Cognos configuration or direct from windows services.

And the planning store settings inside Cognos configuration for oracle is set to advance and you use this syntax;
databasehostname.domain.COM:1521/oracleserverid.domain.COM

instead of this syntax;
(DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=databaseserver.domain.COM)(PORT=1521))(CONNECT_DATA=(SERVER=DEDICATED)(SERVICE_NAME=oraclename.domain.COM)))

Redo the access syntax in Cognos Configuration and try to start Cognos again.
Both syntax of access to Oracle work for Cognos Content Store, but not for Cognos Planning Store.

Possible Cause:
The database is new and you have only installed Cognos planning and started the services.
You have not run the Cognos planning contributor admin console, to create the Cognos planning store with all its tables.

During startup in Cognos Configuration, the Cognos Planning service checks for tables in the planning store database.

Problem:
Macro does not run, no error messages, but if you do a GTP manually it works.
You have several Cognos Planning servers, where some are dedicated Cognos Planning Job servers.

Solution:
Ensure that all Cognos Planning servers are added to the Cognos Planning JOB cluster in Cognos Contributor Administration Console (CAC). Not only the dedicated Job servers should be in the cluster, add also the Cognos Planning Admin servers. Set the number of Maximum of Concurrent job to 0 (zero) on the Cognos planning servers.
For Cognos Planning Job servers the number of maximum concurrent jobs should be one less than the number of cpu cores on the Cognos planning server. On a 4 cpu core server the value should be 3.
Start CAC
Login as administrator
Right click on cluster icon for Job Server and select Add Job Server.
From the dropdown list you should see all the Cognos Planning servers you can choose.
(All in list need to be added). But servers that are not JOB servers should have value 0 for maximum concurrent jobs.
Also add all the applications, by click on the ADD button under Monitored objects, on the Job server cluster level in CAC.
After you added all the job servers, you can test to run the macros again.
More Information:
Please note that for Cognos Planning 10.1.1 to work you should install both Cognos BI 10.1.1 and Cognos Planning 10.1.1 to the same folder. Then you do not need to enter a value in the Cognos Configuration for IBM Cognos BI installation location.

On the Cognos Planning Admin server only the QUERY Service enabled? is set to FALSE in the Cognos Configuration under Environment for IBM Cognos Service.
On the Cognos Planning Job servers only the Dispatcher Service enabled? and Planning Job Service enabled? is set to TRUE in the Cognos Configuration under Environment for IBM Cognos Service. The rest is set to FALSE.
There are other possibilities of configuration that will work for Cognos Planning.

Symptom:
User get login dialog from Windows when they start Cognos Planning Analyst, or try to surf to the Cognos Connection page for Cognos Planning installation.
When they enter name and password, they are prompted with the same login dialog as before.

If you change the Internet Option – Advance – Enable Integrated Windows Authentication from checked (active) to blank (not used) and restart IE, then it works to come into the Cognos BI portal. Then it is not Cognos BI that is wrong, it is something with Windows IIS.

Error message if you press cancel:

In Cogplanningerrorlog.csv file you can find entries like this that tell you that the Cognos Planning server have been rebooted.

Jobs and Macros will not run until it is reset. Please open the Contributor Admin Console and reset the Credential Path.

Solution:
In a multiserver installation, where the Cognos Planning Gateway is located on a separate server from the Cognos Planning Content Manager and the Cognos Planning Job Servers, the restart of the Cognos Planning Gateway server was the solution.

The Cognos Planning Gateway (that run under IIS) was not working with authentication as it should, even do it looks like in IIS Manager that the integrated authentication is turned on for the correct folders.
During the night the Windows servers was restarted to apply a software update, but something have gone wrong on the IIS server, and therefore making the Cognos gateway not allow you to login.

Restart of the Cognos BI and Planning services, did not help, you had restart the physical Cognos Planning gateway server. Then probably the Windows update made it self correct and the SSO login is working.

You must install Cognos Planning Analyst and the other Admin tools on the Cognos Planning server, to get this value inside Cognos Configuration.

So the Client tools, like CAC and Analyst, must be installed on the Cognos Planning servers.

Error was:
Unable to retrieve user information for the user that has logged on.

Background:
Cognos Planning 10.1.1 is integrated with Cognos BI 10.1.1 for CAM security.
Oracle database is used for BI content store and planning store.
It looks like the issue goes away if the Analyst user is also part of the system administrator group in Cognos BI, and not only Planning Rights Administrators.

Solution:
Change the specifications on how you connect to the oracle database to be long advance format instead of short format inside Cognos Configuration on the Cognos BI/Planning server.

Go from (host:port/database_sid) to

(DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=host-servername.domain.com)(PORT=1521))(CONNECT_DATA= (SERVER=DEDICATED)(SERVICE_NAME=instancename.domain.com)))

Save and restart the Cognos BI service.
Cognos Planning does not connect to the oracle database in the same way as Cognos BI therefore you must use other methods to connect to the database.

Symptom:
Error to start Cognos BI service.

Cause:
When publish in FAP you get error C8ITKShared (not found in java.library.path) after you have changed TM1 from native security to use CAM (Cognos BI) security on the FAP cube.
You added the folder to TM1 Bin folder to PATH, c:\program files\ibm\cognos\tm1_64\bin
This disturbs Cognos Bi, and it will not start the service.

Solution:
Remove the folder to tm1 bin from the Windows PATH environment variable.

Copy two files from folder c:\program files\ibm\cognos\tm1_64\bin to the folder c:\program files(x86)\ibm\cognos\c10\server\fap folder.

Problem:
How to make new portal tabs for existing users?
Possible workaround:
When you setup Cognos BI for the first time, create 10 hidden portal tabs that you later can use.
Create some common portal tabs:
Create a folder called portal under Public Folder in Cognos Connection.
Set that all users have read/execute/traverse rights to the folder portal.
This is done by click on MORE to the right of the folder in Cognos Connection.
Click on SET PROPERTIES and select PERMISSIONS tab.
Ensure that the Override the access permissions acquired from the parent entry is NOT marked.
Ensure that the Cognos group that the users belongs to are listed with read/execute/traverse rights. If not, click on ADD to add that user group.
Click OK to get back to Cognos Connection.
Click on the PORTAL folder to go down a level and create the portal pages.
Click on icon NEW PAGE
Enter a name for the portal page, like PORTAL ONE.
Click FINISH.
Repeat this for TEN pages.
Click on the SET PROPERTIES icon for the PORTAL ONE page.
Go to the PERMISSION tab.
Mark Override the access permissions acquired from the parent entry.
Mark all user group and click on REMOVE.
Add/leave only user group for SystemAdministrators here.
Only The SystemAdministrators should have read/write/execute/set policy/traverse on the portal page.

You can create a template folder and create the portal page under that template folder, and then you can copy that template portal page to the portal folder and only rename it. This is much faster to create more portals with the same settings.
Add the portals to the default profile in Cognos Connection:
Go to LAUNCH – IBM COGNOS ADMINISTRATION
Click on SECURITY tab and select Users, Groups, and Roles.
Click on the Cognos namespace.
Click on the EDIT DEFAULT USER PROFILE icon.
Click on the PORTAL TABS tab.
Click ADD.
Go to the Portal folder and mark all the new PORTAL PAGES you created.
Click on the Arrow icon and click OK.
Now all the portals pages are ready for the new users.
To make the tabs not visible, you have to change the system.xml file in folder
C:\Program Files\ibm\cognos\c10_64\templates\ps\portal\
Log on to the Cognos BI server (this change must be done on all Cognos BI servers)
Copy the C:\Program Files\ibm\cognos\c10_64\templates\ps\portal\system.xml file to a backup folder like d:\temp\backup
Open the C:\Program Files\ibm\cognos\c10_64\templates\ps\portal\system.xml in notepad.
Change the =”hideInaccessibleTabs” from false to true, so it looks like this:

true Save the system.xml file to the desktop.
Drag the system.xml file from desktop to the windows explorer window, showing you the folder C:\Program Files\ibm\cognos\c10_64\templates\ps\portal\
Replace the system.xml file.
Repeat on the Others Cognos BI servers.
Stop all Cognos BI windows services.
Start the Cognos BI service that run the Content Manager function first.
Start the other Cognos BI services on the Microsoft Windows servers.
Log in as an other user that is not System Administrator and he should not see the tabs.
This will only work for new users; users that have already accessed Cognos Connection are not affected by this setup.
This is how you erase a user profile in Cognos Connection:
Go to Administer IBM Cognos content
Click on SECURITY tab
Click on the AD namespace (the company namespace – not the Cognos)
Click on SEARCH icon
Select to search in “Name or description field”
Enter the name of the user and click SEARCH
Click on MARK for that user
Click on action “Delete this user’s profile”
Click OK on the question if you are sure you want to delete the user profile.
Logout from Cognos Connection ( close Internet Explorer ).
Login as the new user to Cognos Connection.
Go to MY HOME.
Check how many portal pages you see.

This is how to add users to the tabs (portal page), so they show up for the user in Cognos Connection:
Go to the template – portal folder.
Click on SET PROPERTIES icon for the portal you want to be visible for the user.
Click on PERMISSIONS tab.
Click on ADD
Click on AD ( the name of the company namespace )
Click on SEARCH
Enter the name of the user and click SEARCH.
When you find him, mark and click on the ARROW icon to add him to the list.
Click OK.
Mark the new user, and select so he gets read/execute/traverse rights on the portal page.
Click OK.
Close Internet Explorer and login as the new user to test if the PORTAL PAGE is visible.
Now you control what PORTAL TABS the users see by adding and removing the Cognos Security groups that the user belong to the pre-created portal tabs.
If the user goes into the Set preferences – portals tab he can see the names of the portal tabs – but there is an icon saying “cannot access page” for the portals he have no access to.
If you are a System Administrator in Cognos Connection, then you see all the tabs.
But you cannot add the tabs to a person who have already logged in to Cognos Connection. Then you have to erase his profile in Cognos Connection and he has to login again – or that you use a Cognos SDK script to copy a PORTAL TAB to his profile in Cognos.
